Tourmaline is strongly pleochroic, showing different depths of color along different crystal directions, and it absorbs light heavily down the length of the crystal. A cutter working green rough must orient the stone so that the lighter direction faces up, and must keep the pavilion open enough to return light rather than swallow it. The long step facets of an emerald cut do that work well and give a clear view into the body of the stone.
